Short Description
The 2016 Council Resolution on A New Skills Agenda for an Inclusive and Competitive Europe reflects a common vision about the role of skills. With the right skills, people are better equipped to find good-quality jobs and can fulfill their potential as confident, active citizens. In light of the evidence provided by the Survey of Adult Skills (PIAAC) on adult skills levels and deficits for member states, as well as the aims set by the EU Agenda for Adult Learning, it can be concluded that access to lifelong learning is not equally distributed across the adult population. The 2014 Active Aging Index of the EC and the UN Economic Commission for Europe (UNECE) reinforces the emerging need for active and healthy aging of older people, as the average score of 33,9% among all EU countries fails to meet the 57% target set by 2017 while pointing that Social Participation of older people is lower than ever (17,7%).
Evidently, the project pioneers to design, pilot test, implement, monitor, and evaluate a tool kit for the design, development, and monitoring of innovative strategies for:
Opening up digitally oriented learning pathways based on inter-generational and lifelong learning opportunities for supporting disadvantaged adults to upgrade their digital and literacy skills with the involvement of young people.
An intensive face-to-face up-skilling programme targeted to the needs of disadvantaged adults 60+, based on a digital and literacy framework to be developed, accompanied by assessment, recognition and validation procedures for transparency, visibility, transferability, and recognition.
